- ***pc -*** the preconditioning context



## Output Parameter

- ***NeumannBoundaries -*** index set defining the Neumann boundaries





## Note
The `IS` returned (if any) is the same passed in earlier by the user with `PCBDDCSetNeumannBoundaries()`
